they are usually an emergency supply and most commonly a small towns main supply. but their practical use is using gravity to provide pressure and get the water to the people in most cities the pressure is provided by pumps not gravity but most water towers you see are being used in places that dont have enough budgeting to provide water stations and pumps like that
