use the blocks to deflect the waves to where you want them
the coarse surface will absorb some, so the sound will be heard more in that area,
if you coat the surface it will reflect more, and less will be heard and directed where you want it.

The concrete will deflect the sound, but will do little to deaden it. You might still end up with sound bouncing off the wall and bothering the neighbor or whoever is complaining. Also, you need to be carefull to not block airflow to your air conditioner. Egg crate shaped foam inside might be more effective in deadening the sound.
Try baffling the sound from inside. If the AC is not in use, some pillows or foam over it will work. Works great for inside of windows also.
