It's the Class II devices that are double insulated. They are constructed in such a manner that they don't require a separate earth (ground) lead for safety purposes.

Class I devices require that ground in order to shunt any accidental current to which the user could be exposed to that ground instead of the user (and hopefully blow a breaker somewhere at the same time)! Many such devices have a metal chassis of some sort that can be used for this purpose, and that without the ground, could become "live" and unsafe in the event of an internal wire or motor winding fault.

For examples, just look around at which of your appliances uses a 3rd ground wire and which don't. You can probably still buy an electric drill that requires the 3rd wire ground (Class I) but most these days are double insulated and only use the hot and neutral wires (Class II).
