If you have an invention that needs protection, you must ordinarily apply for a patent within one year of public disclosure. But you can now make a sketch (or working model) with an explanation and have someone (not a relative) acknowledge (signature and date) that they understand your claim (whether valid or not). That will protect your priority (who was first?) if it becomes an issue. You would likely need assistance of a patent attorney to pursue a patent. Once you protect your idea, you could visit the nearest US Army Corps of Engineers office (District Office?) because they are generally responsible for flood control projects and have the expertise. If the idea is sound, a patent search would be required (through a patent attorney) to determine if it is novel or existing art (even if never built). Good luck.

- make it more hydraulically efficient, i.e install smooth walls along the sides
- install a dam
I rently visited boscastle in north cornwall the site of the 2004 flood in which at peak rate 300mm/hr of rain. on the river vallency and river jordan the north cornwall district council and the enviroment agency have significantly deepened the river channels in both and built high flat concrete walls. the jordan was also channeled into a culvet. the ncdc's final report is long but very detailed ,perhaps this could help http://www.boscastlecornwall.org.uk/rege...
