Most often, you can't. It's a bloody racket is what it is. A design engineer is expected to follow standards, but can't do so without paying for them. Always annoys the hell out me, especially when it's a bunch of government bureaucrats that have declared a "pay for play" standard as "mandatory", won't publish them on the web, and for hardcopy, expect us to pay what is clearly FAR more than the associated publishing cost!
Once in a great while, you'll find them accidently posted somewhere on the net. You are likely looking for ISO 7816. I'd spend some time (at least 10 pages deep) doing a Google search with "ISO 7816" as your reference. This particular standard comes in 6 parts. A quick search turned up a full copy of Part 4 here:

With luck, you'll find the rest of them out there somewhere.

well first you need to learn to spell then you need to better understand there are many ISO standards .. simply search for the specific standard you are seeking
