If he's qualified to do so. The industry is somewhat regulated but both these fields cross over. However, you need to be sure that the individual is considered licensed to practice what it is they're going to do. That way you're covered.
if he/she is experienced enough.but an architect and a civil engineer complete each other and perform a project better than when they work alone.

You can do consulting work. As for design you might run into some tension seeing that an architect doesn't have the math and science background to know the loads, forces, tension, etc... that is involved into the works. Not saying that you dont know it, legally you wouldn't be able to stamp or sign off the work you do causing you to always work under someone. Can it be done? Yes. Is it down often? Back in the day it used to be but now a days compnaies want less responsibility of employees leaving them to design, manage and defend their own work.

It is possible, but watch out for the differences. Architects are more focused on the visual and ergonomic aspects of constructioin where civil engineers are more into the functionallity and load design.
If the architect has not had enough training/classes in structural and foundation design, they might not be qualified for these aspects of design. As an engineer, I was taught to make it work, make it last, and most of all make it safe.

No. Engineers have great knowledge in maths and physics, and an architect cannot claim to know these things. In some countries, it is illegal to call yourself an engineer if you do not really have the qualification. Check that on wikipedia - type engineer into the search box
