Any kind of brick or briquette is made by squeezing the material into shape. In the case of coal dust it would probably need some sort of tar or bitumen added, just enough to bind the block together when you take it out of a mould.
Mix the coal dust with a little cement, about 25 coal to one cement, add enough water to make it hold together after being squeezed in your hand, then compacted it into a mould.
If the consistence of the mixture is correct you should be able to remove the mould so as to reuse it.
Leave to dry.
I use a wooden mould with a piece of wood that slides down inside to compress the brick. When it's compressed if you hold the wood in place you can pull the mould up and away from the brick.
