there are many ways to do it:

for fiber-optic glass fibers:
one, the glass is pushed through a small hole and extruded, like playdough

two, the glass is pulled apart, like when you pull apart gum and there's a thread between the two. the thread becomes the fiber

for fiberglass, the glass is superheated and spun, not unlike a cotton candy machine.

The same method is used to produce small filament of glass. Of course, the machine used for glass is a tad hotter, but the principle is the same.
