How to design a GPS tracker unit?

What do you mean? Are you asking how to track something if you have a GPS receiver to hand or how to design a GPS receiver. If you want to track something the way you could do it is get the output of a GPS device (co ordinates of tracked objects) send these back to a base station where some software gets the co -ordinates and displays the map for those co-ordinates. I don't know how to do this but the above would be a starting point.

If you want to design a GPS receiver yourself then what you'd have to do is read the technical specifics for the GPS system.
Then once you realise how much of a brain f***k it would be go out and buy a unit. GPS involves triangulating the signals of low earth orbit satellites which transmit a bit sequence representing the time of transmission. since light travels at a finite speed the lag between the different sequences can be used to calculate your distance from several satellites and triangulate your position in 3d space from them.
