Pushover analysis is a basic analytical tool for the
performance/displacement based seismic design of
building structures. By pushover analysis, the base
shear versus top displacement curve of the structure,
usually called capacity curve, is obtained.

Nonlinear Static (Pushover) Procedure is specified in the guidelines for seismic rehabilitation of buildings presented by FEMA-273 (1997) as an analytical procedure that can be used in systematic rehabilitation of structures. However, those guidelines were presented to apply the Displacement Coefficient Method, which implements the well-known equal displacement rule with some modifications to estimate target (demand) displacement, only for buildings. Yes, it can be applied for various types of structure like bridges, piers, tanks etc.

However, I can tell you with certainty that an object that isn't nailed down will tip over as soon as its center of mass has moved outside the 'box' drawn by its ground support.

For example, if a water tower has four supports in a square, and it starts tipping over, once the center of mass moves beyond that square, it will fall over. If it does not, it will right itself and stay up.
