Depends on what type of plant, and equipment.(turbin, condensor, boiler, etc.) But your plant should have a Spec. list for each item that needs to be torqued.
If your plant explodes and kills everyone for miles around, there was clearly a problem.
'During the Process' will require an inline torque transducer & digital readout. Giving you a true driving & clamp load torque.
'After the Process' can be accomplished by using an analog torque wrench. Pulling the wrench in the tightening direction, just a few degrees, will provide a very good idea of your driving (or applied) torque.

During : Indicating torque wrenches or automatic air-driven wrenches that deliver a preset torque.
After : For critical assemblys there are double headed bolts that shear off when the proper torque is applied giving visible verification that the part was adequately tightened. - Expensive though.
Get your some good quality torque wrenches and teach your people to use them.
Most plants have standard procedures for torquing bolt assemblies, and require their maintenance and construction personnel to us them.
