I heard it's a 'phase locked loop' IC. How can it be tuned to accept a particular frequency? How should it be connected to a circuit?

Very interesting chip to learn about, I've built several custom test fixtures for pulse-output energy meters using the 4046 as a basis. Can be used to multiply or divide frequencies, or, if you have a programmable divider, output a group of crystal-controlled frequencies from a single crystal. This link explains the basics-
