It depends... Cheapest processing cost or cheapest investment cost. If investment or startup cost then you can use distillation. But if you want long-term chepness, you should opt for reverse osmosis.

Put the sea water in a glass jar and leave the lid off. Set it in the sun for as long as it takes to evaporate and all that will be left is the salt.Rinse the jar out and fill with tap water LOL

There is an interesting idea going around that uses
solar heating plus the temp. difference between deep and surface sea water that produces de-salinized water as a by product of power generation.

Commercially, reverse osmosis. If you wanted to build something small yourself, you would probably use evaporation.
