I would first look at any community colleges in the area. Many will have building trade courses that will have a blueprint reading course.
If there is not a program in your area, there is a very good book for self study. Try to find Print Reading for Construction by Walter C. Brown and Daniel Dorfmueller. This book goes through blueprint reading step-by-step. The version that I saw had a separate folder with full size blueprints that were used to do the practice exercises.
start off simple. find a simple construction and analyze every little piece of it. slowly move in to more complex drawings and do the same thing..
A lot of memory work to interpolate what u are seeing.
i used to work at a civil engineering consulting firm which specialized in small city projects such as storm and sanitary sewer, water and wastewater treatment facilities. every city has a city engineer..you could start by contacting your local city hall and ask to meet with your city engineer.
my son is a student in a nearby state university. he got a job with the university in the facilities department doing 'miss dig' projects locating utilities and marking them with spray paint on the ground, and updating 'as built' drawings. perhaps you could also check out your local university facility department.
