What is meaning of depth of cut in highway engineering?

cut is a reference to grading. When grading for a roadway (or any structure) "cut" means removal of soil, while "fill" means adding soil. This is done to ammend the current earth surface to the desired contours. If "depth of cut" is limited, it means you can only remove so much soil from any one point.
The depth of cut is the difference between the original elevation at a point and the elevation of the same point after the cut is made.
