This is the voltage generated on the motor winding in opposite direction of the applied supply voltage. This voltage is generated by the rotating movement of the armature and the cutting of magnetic flux of the motor winding. This is important in the motor in order to restrict the amount of current flowing to the motor winding. Thus, a stucked motor will burn because no back emf generated by it and the flow of current due to voltage supply is very high.
When an electric current flows through a conductor, it generates a magnetic field. When the current is stopped, the field collapses and generates a current flowing in the opposite direction, "back" as it were.
