What is protective lining in water tanks?

Answer:
# Tank linings are used in steel, plastic, wood, concrete or fiberglass tanks; old and new.
# A tank lining is an integral part in a secondary containment system
# A plastic liner can hold a wide range of chemicals, from pH1-pH14 and can withstand temperatures over 200 ° F because they are made from a variety of available materials.
They contain and protect whatever your putting into the tank, from rust, corrosion, etc..
If there is a protective lining it´s to stop corrosion.
They line the tank with an inert plastic to keep impurities out. The web site below gives good examples.
Usually it is Polyethylene, but I have seen PVC used also.
Tanks are also lined with epoxy coatings. Mosty for corrosion resistance.

A carbon steel tank with an epoxy costing on the inside and primer on the outside is cheaper than a stainless steel tank.
