How does changing the air filter of the motor engine increases the efficency in terms of output torque?

clean filter more air more power more torque !
It is a matter of fuel efficiency... If you have less air getting into the engine and the same amt of fuel, then the engine runs rich and wastes gas. (produces black smoke).

Of course with modern fuel control systems, the mixture is automatically leaned to produce good combustion, but then you have less fuel going into the engine than you really need for sufficient power so power is reduced.

Honestly the difference in HP is only like 1 or 2... nothing major.
