the work function of any metal is Fixed. The threshold frequency (f) is that frequency which when incident (its photon) on the metal will just liberate the electrons to the surface level of metal or will be just sufficient to break the surface barrier (binding) of metal and liberate electrons with zero kinetic energy.
so (h f) = phi + 0
phi = work function = h f (you want threshold to be f)

fi < f, v^2 = -ve so one can not imagine electron to come out
