What is meant by UKBU in engineering or construction project development?

Answer:
Maybe "United Kingdom Business Unit"?
it does seem to be united kingdom somethig. i would say business unit seems to be dead on.

I looked at about 10 pages and they all seemed to be listings for jobs/projects taking place in the UK, or at least with UK contact information.

of course, it could stand for "unknown buried umbrella."

we've had a few of those on our construction sites.. :)
