I need to find a hose, cloth or rubber, that can sit vertically in water where it wll skim liquid from the surface. The hose will be short and stationary while a float attached to it moves at the top, so it needs to be able to crush when the water level goes down. Where can I find such an animal?

McMaster-Carr supplies a fabric duct hose that is very flexable. Blo-n-vent neoprine coated polyester duct hose. Depending on your application this may do the trick.
Try a recreational vehicle supply store. A flexible sewer drain hose may work for you.
