Most likley the one in Japan, which is the world's largest reactor. japan has very few natural resources besides seafood, so relies heavily on nucleur energy to generate power. It might have been a US naval blockade of Japaneese waters which led to the attack on Pearl Harbor. Japan imports all its oil and its industry relies heavily on petroleum.
