Who would I talk to regarding 100% elimination of pollutants from?

Coal-Fired Plants?
I have an idea that would enable all coal-fired plants to be used, daily and without allowing any greenhouse gasses to escape into the atmosphere.

Australia has billions of tons of coal that they want to use to generate electricity with, but the escaping greenhouse gasses is their primary concern. I don't know if New Zealand has alot of coal to burn, but if they do, then this idea would also work in enabling you to burn all the coal you want to generate as much electricity as you desire and be assured that ZERO pollutants are escaping into the atmosphere.
Anyone interested in answering this most unusual question?

You can't.

First, CO2 is a nautral byproduct of combustion. Look at the complete combusiton equation for simple gas, CH4+ 2 O2 = CO2 + 2 H2O. CO2 is "the greenhouse gas". The only way to reduce CO2 is to turn off the plant.

Pollutants vary by type
Sulfur Dioxide is reduced by a Scrubber.
CO is reduced by adding extra air.
However, extra air causes more NOx. So there is a tradeoff. NOx can be reduce via a SCR, which uses injected ammonia to mix with the NOx over a catalyst to created water and nitrogen. However, the tradeoff still exists.

The only way to reduce pollution to zero is to not burn energy. However, that warm fuzzy feeling you get not polluting will not keep you warm when you are freezing in the dead of winter.

There are ways to reduce pollution, but they cost money (means higher electric bills) and may reduce it 90-95%, but not 100%.
getting an idea into large scale production can be really hard.
lets say you get a major university to analyze the technology, that will likely not get it done,
you have to get 20 to 40 universities to be looking in to it.
taking an idea that is less researched than that, straight to industry will usually be totally ignored.

Coal-fired plants, encased in giant blocks of polystyrene, dotting the skyline...
In present coal fired power plants coal is burnt with air .
Coal contents C, S,N2,H2,O2,P, Hg/Pb/Fe as Trace metals ,Ash.and moisture.
Air contents APPX. 75% N2, 24.% O2 , Rest Ar,H2,CO2 & other gases in trace.
Combustion above 850deg.C produces oxides of C,S,N2 which are identified as green house gases. So, major source of pollutants constituents come from coal as well as air.
The following pollution control routes for clean coal technology are available :
1. Combustion temperature controlled bellow 800deg.C
i.e development of low NOx burners for pulverised coal fired boilers . Such burners for natural gas is available.
2. Use of just enough air or use of Oxygen from annexed air separation plant to be installed with power plants .(elimination of present practice of using 15% excess air ).
3. Coal processing ie. washing /gassification before use in boilers to reduce ash content of coal (normally 36%) and flyash .
4. Use of Selective catalytic converters( SCR) /ammonia injection in boler exit , in all boilers and use of dolomite in
CFBC boiler beds for SOx/NOx capture .
5.Use of ESP/Bag filters /scrubbers (dry/wet) in flue gas path to eleminate remaining Sox,Nox, fly ash particulates and other pollutants from flue gas .
6.Capture of CO/CO2 from flue gas at stack and compress & store in underground storage/abandoned mine /coal mines .or
7. Use ceramic membranes for flue gas separation and produce fertiliser like urea and sulphuric acid & other coal chemicals in annexed coal chemical complex to be installed side by each power station .
Depending on coal composition optimum economic process is to be configured from above process route . The present wastage of byproducts of coal combustion may be stopped and useful chemicals produced by economically justified new process development which are long pending .
