How to design water treatment plant?

The sequence of steps are ( Basic engg. and detailed engg. )as follows :
1) Find the physical and chemical analysis and quantity of the waste water/rain water to be treated.
2) Find out the quantity of settlalable solids, dissolved solids /chemicals/gases/ odour/colour etc. to be removed
( both organic & inorganic) and required chemicals , utilities (power, compressed air, water etc) to do so, so as to reach the treated water quality desired.
3) Select suitable processes and their sequence, nature of operation of the plant ( manual/auto/semi-auto etc.) & make a process flow diagram .
4) Select plant capacity / number of treatment streams and calculate flow/ mass balance diagrams for the main process as well as for the treatment of plant effluents (meet pollution control board guidelines )
4) Determine size of each equipment / rating and prepare m.o.c.and data sheet and specification.
5) Determine pipeline sizes/cable sizes specification, data sheet and m.o.c and specification
6) Prepare detailed drawings for equipment, piping, roads, drains, pipe rack,cable trench layout and sectional G.A drg of plant.
7) Prepare electrical single line diagram/ control schematic diagram, control room/ m.c.c room layout.
8) Prepare detailed design of civil/electrical/mechanical /c& i / chemical systems / components and prepare B.O.Q for procurement.
9) Estimate project cost and cost/ cubic meter of treated water and keep tally with project feasibilty report .
