You could use a 555, cd4017 (counter/decoder) and I might have done that 25 years ago but today I think I would use newer technology.

The PIC18F1320 is a great deal. In this case you only need a power supply, some resistors and the LEDs. In this case you could also do a lot more other projects with the same IC but you would need to be able to do a little programming in C (the student version of the C18 compiler is a free download).
