Is desert cooler applicable to office area?

Yes and no...
I used to live in the desert of Southern California and had an evaporative cooler (swamp cooler) in my home. It only worked well when the humidity outside was very low. When the humidity was 30% or above, it did not cool very well.
Since the cooling comes from evaporation, and salt doesn't evaporate, I think the salty water would work just fine. However, you would probably have to hose off the filter quite often, because it will accumulate.
The cooler adds water vapor to the air (the tile floor would always be damp near ours), so I don't think it would be great to have close to electronic equipment.
So, I think it would certainly cool off the office, but the extra moisture might not be great for the computers.
This is a very bad idea. eventhough the principle is based on evaporation and the "salt" dosent evaporate, generally they a spraying a fine mist into the air, the fine mist will be sucked into the electronic equipment and corrode everything. the only place that I would use a salt water evaporative cooler is outside not near anyting that could corrode.
