What is max height of collar ties on stick roof?

my roof is 30 feet long with the peak being 9feet above wall height. The truss are 2x8 and the ridge beam is 2x10. Is it accurate that the collar ties go 1/3 of hieght of the peak making it 3feet below peak

It's been awhile since I've built a house, but I think it depends on what the "collar tie" is doing. If the lower end of the rafters are being restrained by the ceiling/floor joists, then 1/3 from the peak sounds right. But if it is a "cathedral ceiling" situation, and the collar tie provides all the support, then I believe it has to be lower (like 2/3 form the peak) or engineered.
But like I said, it's been a while, I have a code book in the basement, I'll try to look it up later.
