The wind turbine is very likely a waste of money in that location.
Locating a turbine close to the ground makes it much less effective.
Most places require that the tower on which a turbine is located be able to fall over and not hit anything, very unlikely in a city. Also of note is that many people are bothered by the noise they produce and find them to be ugly to look at.
As for the "free energy" question an electric meter is usually attached to the energy production device. If the energy consumed at the location is less than the energy produced by the device the power company sends you a check for the difference. However this can vary widely depending on the laws in the area, some locations will only allow you to drive your energy usage to zero.
The bottom line is probably that you should purchase more insulation for you home in the city. This is generally the way to get the most energy conservation for your money.
