Depends on the efficiency and the energy rating of the air conditioner, but since an air conditioner can blow out a household fuse just be being turned on and a table fan can't, it would be the A/C unit.
A table fan uses much more electricity.

Depends on the scale of each.
Think though. The table fan's a fan. But... the air conditioner's got a compressor AND 2 fans.
And my 1-ton window unit draws about 10 A. I've never seen a 10-A table fan. Don't get me wrong, I've seen some huge, 3-phase 480V fans that drew 10 or 15 A. But they moved a HECK of a lot of air.
So...air conditioner.

It depends on the table fan or the air conditioner.
The part of either that consumes the electricity is the motor. In a fan this typically runs continuously, In an air conditioner there are usually several motors that it uses, one for the compressor which consumes a lot of electricity when it is running and the fan to blow the cold air. Since most air conditioners use a thermostat to regulate the temperature, they do not run continuously, so even though the AC unit might consume more electricity while it is operational it may not draw as much electricity as the fan which is running continuously.
The average size (amount of power that is used/consumed) of a table fan is 1/4 horsepower. Very small. The average size of a window air conditioner motor is at least 1/2 horsepower, very often 3/4. This alone points to the air conditioner as the larger consumer. However, you also have to factor in the electricity consumed by the compressor. To add fuel to the fire, if you are inferring the air conditioner is a central unit (outside air conditioner), its motor and compressor will be much larger, thus using much more electricity. The winner, or rather loser, is the air conditioner.

Air conditioner contains Compressor which is driven by electrical motor, condenser where hot gases are cooled
again by a fan driven by electrical motor, and evoporator
and heat transfer takes place using a fan again ...
So a simple Air conditioner has 2 electrical fans and a high
power electrical motor to make compressor works.
A normal table fan consumes about 60W of electrical power
and 18000 BTU Air conditioner approx. consumes about 2200 Watts (average) (when compressor is ON)

For a specific answer, look at the plates of the Fan and the A/C, the one with the higher "Watts" consumes more power (or higher current assuming same voltage applied to both).
However, generally an A/C unit includes a fan plus some other devices to reduce the temperature of the blown air. Hence, the A/C would need more power than just a fan.
