Is it wright to say that a body is retarding when the acceleration is negative?

Answer:
only when the direction of motion is positive. If the velocity is negative, the negative acceleration just adds to the velocity.
Yep, u can say so, as acceleration is a vector quantity
i doubt if u can say retarding. deaccelarating would be a better word.
