First you need to decide whether or not you need the static coefficient or the kinetic coefficient. The static coefficient will always be slightly more.
Second, this will greatly depend upon the surface texture of the concrete, and which way the grain of the wood will be sliding.
Same goes for the sandpaper, not all 100 grit sandpapers are created equal, different glues, abrasives etc.

My estimate would be
Balsa on concrete - 0.6
Balsa on 100 grit -- 0.9
Balsa on Balsa --- 0.4
If you need data that is better than a best guess you will have to do the calculations yourself. With a little trig under your belt your should have no problem.
