I wonder if there are tents provided with something of a hose, which automatically splashes away spurts of water from time to time, as it accumulates.
If this is not a common feature of a tent, is it hard to engineer?

Its hard to understand quite what your asking, but I suppose you are asking about a drain.
In a regular camping tent, the drain is usually just a zipper in the bottom, since the outdoor ground is quite porous.
If by water ranged you mean the emergency tent on a raft setups, they are sometimes equipped with check valves, which allow water to go out but not back in.
