Look at the amperage rating on the motor, it should have a plate/or perhaps the bike has a data plate on some other part of the frame. Seems to me that it will be a pretty strong fuse, at least 30 amps, but look first. Is it a common glass tube fuse, slightly less than the thickness of a pencil? Most fuses are rated 250 volts, and that's to resist any arcing that may happen when the fuse blows. The amperage rating is what you need to worry about. I'm not familiar with electric bicycles, but with most electric drives, it may have a separate fuse for the controlling circuits and a real heavy one for the power circuit
