If you are talking about the Panama Canal, I agree that the Atlantic and Pacific oceans are nearly the same height. However, the lake inland from both oceans which is used for most of the traverse is at a considerably greater elevation than the oceans, so the locks are necessary to lift vessels to to the lake level, then back down to ocean level again. The reason the lake is used-it was just a lot cheaper to use the lake with locks than it would have been to excavate a canal entirely across the land mass.

You're talking about the Panama Canal? The average level of water is the same on both sides, the difference being that on the Pacific side, tides vary +/- about 10 feet, but only about 2 feet on the Atlantic side.
