if you have a BSEE, I'd look into MSEE if you want to stay technical. MSEE is usually about 30 credits beyond the Baccalaureate. If you're interested in research, you might consider a Doctorate. That's normally 60 credits beyond the Masters and requires original research. Some schools also offer an Engineer's degree which is non-research, and is about 30 credits beyond the Master's.
Unless there's a specific area you want to specialize in that requires a whole different set of undergraduate courses, I'd not recommend pursuing another undergraduate degree. MSEE and beyond open new visas into the field. Often, MSEE is required for some jobs, e.g. instructor in the field. Most 4 year colleges require PhD to teach.
Some employers support advanced study as part of their "perks" package. It's a good way to get practical experience and advanced study at the same time. Rather than considering an MBA, I'd go into Engineering Management at the MS level -- it's more technically oriented and more useful managing technical things
