Explanation of the term will demonstrate. Before more sophisticated humidity measurements were available, you needed wet bulb temperature to determine humidity.
If you take 2 thermometers and one of the thermometer bulbs is a clear glass mercury filled bulb and the other is identical but it is covered with a piece of cloth. Take the cloth covered bulb and wet the cloth. Allow a certain amount of air to pass over both thermometers. If there is 100% relative humidity, none of the water in the cloth will evaporate and both temp readings are the same. At less than 100% RH, water in the cloth will evaporate and in the process, remove heat thereby producing a lower wet bulb temperature.
The difference in temperature between dry bulb readings and wet bulb readings points out the relative humidity. As relative humidity has an effect on the efficiency of an HVAC system, this is valuable in determining the required capacity of the system
