How can I make a measuring tape?

I need to construct it all by myself...any ideas?

Answer:
use a string and with a ruler, mark with marker every inch. Every ten inches use a different color mark. Be accurate. Also why the hell are you making a measuring tape...
how long is a dollar bill? 6 inches? You can take the dollar bills, fold them into 6 equal parts marking them with a sharpie at the folds. Butt them up against one another until you have the desired amount.

Take a paper towl roll (empty of course) and use that as the roll up for it...hmmm, or use a dowel which might work better for this project...you probably aren't going to configure a retractable device unless you get into bending paper clips and forming enough tension to make the dollars return...

good luck, what fun

** ADDITION*
guess I misread your question.if you look at the inside of a measuring tape, its all a matter of tension...paper clips should be able to do it for you and then a wound tight piece of wire, no? again, good luck
