It depends. Because if you plug an extension cord into coals its not going to work because the electricity is not flowing.You would have to find away to make the electricity to jump to the coals.
I bet an arc welder or a plasma cutter would work, and they both use direct electric current to cut/weld metal at extremely high temperatures.
The answer is yes and no. Yes you could light coal if you had a spark and held it to the coal long enough. However its not how they light coal in a coal fired power plant. I have heard of them getting wood pallets on fire and then tossing them into the coal furnace to light it initially. If an electrical spark were sufficient to reliably light a coal fire, I would think that they would do it instead of starting a fire with another fuel and using that to start the coal fire.
