Who invented the booster cables?



Answer:
There are many patents which improve on the basic idea (see link) dating back to 1966.

I am not sure whether the original idea (clamps+cables) would warrant a patent. I don't think anybody bothered recording who the original "inventor" was...

A good way to approach the question might be to find out when the name "booster cable" was first used in a commercial context.
