It's all the metal and conrete around you. Sometimes you get reflections canceling out the main signal Move your reciever around a few feet and you may find a "sweet spot". The spot may vary for different swations.
My guess would be all the material between you and the outside. Try tying some wire to the antenna and get more reception. Make sure the wire is stripped to bare metal where it touches your antenna. Old speaker wire works fine, and you can split it and have it go in two different directions.
