This refers to generating capacity that can be brought online quickly in the event that demand increases. Hydroelectric power is particularly suited to this, as it requres little more than opening a valve to increase the output. But a steam power plant, from a cold start, requires an hour or more to get the boiler fired up, producing steam, and spinning the generator. If the boiler is hot, it can be brought online much more quickly.
don't know for sure... but you know how they say that "a wire is hot"? meaning there's electricity flowing through it and should not touch cuz you'll get electrocuted?
well I'm thinking it's just stored power like a huge battery that is ready to be used whenever it's needed, like in case of emergencies and stuff if there's a fault the reserve can be used immediately.
rhsaunders is right. However Gas Turbines are increasingly used now a days for hot reserves as it can start generating within a very short time.
Thermal, Nulear Power plants cater to the base load and gas turbine, diesel generator ( small scale application ), hydel power are kept as hot reserve.
