I doubt you can do this successfully with the tools most people have at their disposal, but no one can object to you trying.
You can purchase high-temperature safety glass, epoxy plastic sheets, strong adhesives, aluminum structural shapes, and photovoltaic cells of all sizes and voltage ratings.
Start by deciding how many cells per panel you want, and how to lay them out. Then cut a sheet of epoxy panel to the desired size. Glue the photovoltaic cells in place to make an array, and wire them to produce the desired voltage. Now cut a piece of high-temp glass to the same size and lay it over the top of the cells. Frame this in aluminum channel of the appropriate dimensions, and reinforce the corners to give you the structural strength you want.
When you finish, you will have a panel you can face toward the sun and it will produce electric current for as long as it lasts.
It will cost about three times as much to make it this way as it will cost to buy it from one of the mainstream manufacturers. It will not be nearly as strong, as durable, or as efficient as a ready made panel. But, hey! It will be what you wanted.
