It depends on how a company is organized. Often they will be organized into seperate departments, but recently there has been a push to combine all three departments into 'product teams' around individual products. There are advantages to this sort of set-up, but there is strong resistance from traditional manufacturing. Even if organized into product teams, each role is similar to companies organized into formal departments.

In a manufacturing company, production will be the primary department. Quality functions as a 'gatekeeper' inspecting things that come in and things have been produced, and contacting production when there is a problem, or contacting engineering when there is a problem that tends to repeat.

Industrial Engineering will act as a resource to solve problems such as the ones brought up by quality. They will also solve problems brought to them by production, design fixtures and tools to facilitate production, and monitor the process to identify problems before they become issues.

Production is the engine that keeps running, producing what the company sells in a manufacturing company. If properly set up, a manufacturing company will defer to production in most decisions.

In an engineering company the main thing that changes is that engineering tends to call the shots, and production is smaller and geared towards prototypes.

How well the departments get along tends to vary widely based on the personalities of the people involved. Most of the time people tend to get along fairly well.

Other critical functions for most companies include marketing, purchasing, facilities (building maintenance), accounting, and Information technology (IT).
