Sorry, your idea, while creative, won`t work.
The metal disk you are attempting to slow or stop is made of aluminum . Magnets including the neodymium variety have no effect on aluminum . The Electric Company has seen this one before!
The 'lectric company can check the meter for such tampering.
Better to caulk every crack and gap in your house, and switch out some light bulbs for the energy saving kind. Make sure your fridge is well sealed.
You can NOT stick a magnet... super or otherwise... onto GLASS. You CAN put a magnet on the front of the glass by taping in on there with duct tape or with a bungee cord.
The BAD part of this is... when the Electric Companies computer shows your electric use is down, they WILL send someone out to check the meter and, if they find a magnet taped or bungee corded to the front of the meter they WILL DISCONNECT YOUR SERVICE... and you will probably get a visit from the Sheriff and you WILL pay a sizable fine because stealing electricity if a FELONY in most States.
It' just not worth it. If you don't get caught then you won't gain that much of a gain and if you do get caught you can pay a $10,000 fine and do several years in jail.
