I need to shut off a battery and be able to have it restart.?

Okay so! I'm coming up with a device that will shut off a battery when it's activated by a boundary. The battery might range from a 6 volt to a 24 volt battery, most likely for a Power Wheels.

I was thinking that perhaps a magnetic pulse could shut off a battery because I need the battery to be undamaged so I could turn it back on.

Any ideas to anything that can turn it off? :)

I suggest a simple relay would do what you want without the complications of turning EMP loose in your neighborhood. A relay is nothing more than a switch actuated by an electromagnet. I would use a relay with normally closed contacts to keep things running until the boundary sensors generate a signal to energize the relay's electromagnet and disconnect the battery. The beauty of this design is the battery reconnects automatically when the sensor signal is discontinued.
What you are looking for is called a "switch." It breaks a circuit, or establishes it as the case may be.
Switches can be mechanical, electrical, magnetic, pulse-driven, cam operated, or whatever.
I've included a link for a dimmer switch, which allows the battery to come on a little or a lot--or clear off or clear on--depending on how it is used.
