The better question is where you can buy the largest motor without being "certified for anything".

Apogee ( http://www.apogeerockets.com/composite_m... ) will sell you F series motors (larger than the E series Estes models mentioned above) and even a G series ( http://www.apogeerockets.com/aerotech_mo... ) from Aerotech providing you can prove you're 18.

Again, to the poster above -- Apogee will sell F series without hassle. It's only in the G series that they start asking serious questions. So the answer to the question posed is not "E".

E engines produce 'E'normous model rocket engine power

They state "Adult supervision required for ages under 18."
But depending on the shop they are easy to get.
Estes is a little more kid friendly.

Yes Apogee has bigger motors but they are more careful about sales to the younger uncertified, says my Bro.
They are geared to the older more experienced Rocketeer.
