If we're talking about development, then we're talking about HISTORY, and if we're talking about history, we're talking about PEOPLE, the investigators and inventors.

There will be certain milestones and boundary crossings, which mark the practical application of something discovered in the lab. The discovery of X-rays led to the X ray machine (medicine). The echoing of electronic waves led to radar, etc.
