Depends on the type of engineering degree. The UAB in Alabama is one of the world's leading colleges on Biomedical Engineering. Harvard is said to be a great place for Electrical Engineering. That's just about all I know. Go to yahoo or any search engine and type in "World's leading colleges". That's might help.
Avoid University of Bradford, The Dean is a jerk.
Don't know much about UK, except Edinburough Scotland is supposed to have some good schools. In the US, Purdue University in West lafayette IN is one of the top in Mechanical and aviation and the University of Missouri at Rolla is one of the best for mining and civil. For automotive and transportation I would check out schools in Germany. Duke University in North Carolina is very strong on medicine and likely has an excellent bio and genetic program.
