If all you wan to do is heat 1 liter of water, then electricity is more effecient. A resistive heating element is nearly 100% efficient. All energy gets converted to heat.
Gas burners tend to be faster.
Depending on the price of natural gas and electricity, the cost could swing either way.
Electric is 100% efficient but still doesn't make it the cheapest. As gas must the time is more economical because its over all cheaper to buy. So wasting 20% is ok.
Direct fired waters heaters are commercially available with efficiencies in the range of 98%. The stack temperatures of these heaters are only around 5 degree F hotter than the incoming water temperature.
An electrical immersion type heater would be pretty close to 100 percent. But electrical energy is generally more expensive than natural gas BTU/BTU.
The most efficient depending on the water temperature and the amount of water we are heating would be a heat pump. Industrial units recovering waste heat might be able to recover most of the waste heat and transfer it to the water at 4 to 7 times the amount of electrical energy used.
