absolutely. the trick is to have an output pin from the RCx mimic the signal input to the Electronic Speed Control. Usually this is a PWM signal with higher duty cycle relating to higher speed. first you will need to confirm the signal type from the RC car's receiver to ESC, then mimic it from the lego RCX. If it is a PWM, then you will need to turn on/off the output pin in a similar pattern.
Likewise for the steering servo.
